Move CD-ROM handling backend into libapt-pkg

    - apt-cdrom.cc seperated into frontend (cmdline/apt-cdrom.cc and library
      apt-pkg/cdrom.{cc,h}) (Ubuntu #5668)

   * cleaned up the cmdline/apt-cdrom.cc code
