As the proxy commands are not executed as root, a user can run into
permission errors (s)he isn't expecting – as our switching is an
implementation detail – so the error message in that case should really
be better than a generic "error code 100" sending the user in the wrong
direction as that implies the command was executed, but errored out.

This doesn't allow all tests to run cleanly, but it at least allows to
write tests which could run successfully in such environments.

We use test{success,failure} now all over the place in the framework, so
its only consequencial to do this in the situations in which we test for
a specific output as well.

The configuration key Acquire::AllowInsecureRepositories controls if
apt allows loading of unsigned repositories at all.
The configuration Acquire::AllowDowngradeToInsecureRepositories
controls if a signed repository can ever become unsigned. This
should really never be needed but we provide it to avoid having
to mess around in /var/lib/apt/lists if there is a use-case for
this (which I can't think of right now).

For many commands the output isn't stable (like then dpkg is called) but
the exitcode is, so this helper enhances the common && msgpass ||
msgfail by generating automatically a msgtest and showing the output of
the command in case of failure instead of discarding it unconditionally,
the later being chronic-like behaviour

Commit 2b9c9b7f28b18f6ae3e422020e8934872b06c9f3 not only removes
keep-alive, but also changes the request URI send to proxies which are
required to be absolute URIs rather than the usual absolute paths.
